Keys Energy Services (KEYS), a municipal electric utility serving the lower Florida Keys, is soliciting sealed proposals for two distinct projects: (1) removal of old and installation of new static wire and associated hardware along the entirety of Line-4, a 138kV transmission line extending from Big Coppitt Key to Stock Island, with the vast majority of the line located over water, and (2) an individual concrete pole top repair on pole CU35 located on Cudjoe Key as part of Line-6, a 138kV transmission line. The Line-4 static wire replacement must be completed solely from the air without the use of watercraft or barges, with the transmission line de-energized during work. The Line-6 pole repair must be performed with the line remaining energized (live work).
Scope of work for Line-4 includes: engineering and provision of sag charts for acceptance, installation of static wire per IEEE Standard 524 with proper tension and sag tolerances, removal of existing static wire and associated hardware while protecting conductors and insulators, installation of new static hardware assemblies, guard structures where required, proper clipping and deadending, splicing in accordance with manufacturer recommendations, and temporary grounding throughout construction. The Line-6 work involves identification and assessment of pole top damage, repair of spalling occurrence, replacement of hardware with components meeting current specifications accounting for corrosion and high wind/hurricane environment, and installation of new long-term protective pole top cover/cap.
Key dates include: mandatory pre-construction meeting on April 22, 2026 at 9:00 a.m. at Keys Energy Services Board Room, 1001 James Street, Key West, FL 33040, with required site visit; question submission deadline of April 27, 2026 at noon; bid opening on May 11, 2026 at 10:00 a.m. (virtual); tentative contract award by June 10, 2026; notice to proceed by June 22, 2026; quality control plan due no later than December 1, 2026; work commencement between January 4-11, 2027; and project completion by January 18, 2027. Liquidated damages of $500 per day apply for delays beyond February 26, 2027.
Proposals must include: 5% bid bond or certified check payable to the Utility Board of the City of Key West, complete bid proposal page, insurance agent's statement, bidder's statement, safety compliance affidavit, drug-free workplace statement, public entity crimes sworn statement, and hourly rates for labor and equipment. All work must comply with ANSI, NFPA, NEMA, IEEE, ASTM, UL, NEC, EIA, ICEA, NESC, FDOT, and OSHA standards. Contractors must demonstrate minimum 5 years of experience performing requested services on commercial projects, obtain necessary permits (City of Key West, FDOT, Environmental, Monroe County), and maintain comprehensive insurance coverage including commercial general liability, business automobile, workers compensation, and additional insured status for Keys Energy Services.
