The Board of Water and Light (BWL) is requesting proposals for the furnishing and development of a Substation Design Handbook. This Request for Proposal (RFP) seeks qualified consultants or firms to create comprehensive design documentation and standards for substation infrastructure. The scope of work encompasses the development of design guidelines, standards, and technical specifications that will serve as a reference document for substation design, construction, and commissioning activities.
Proposals must be submitted in full accordance with the enclosed Scope of Work and related documentation, including the Instructions to Bidders, Terms and Conditions for Consulting Services, and all provided owner documents, standards, and drawings. Bidders are required to review the Commissioning Document, South Creyts Substation Test Plan, and associated technical specifications to ensure comprehensive understanding of BWL's requirements and standards.
Submission of proposals must occur through the IonWave bidding platform; proposals received via email or other means will not be accepted. The question cutoff date for clarifications is May 1, 2026 at 12:00 PM (ET), allowing bidders time to request clarification before the final submission deadline. All sealed proposals must be received by May 15, 2026 at 12:00 PM (ET).
The BWL reserves the right to reject any or all proposals, waive irregularities or technicalities, and accept proposals in whole or in part based on its best judgment. The evaluation process is not limited to specific methods or factors, providing BWL flexibility in assessing proposal quality and value.
