Oklahoma Gas & Electric (OG&E) is soliciting bids for SPP Deliverable Capacity resources capable of counting as Accredited Capacity in the Summer and/or Winter Resource Adequacy seasons. This Request for Proposal (RFP) seeks capacity resources with a minimum bid size of 50 MW of Accredited Capacity. Eligible resource types include generation, storage, and demand response resources that meet the requirements specified in Table 1 of the RFP document and comply with SPP Open Access Transmission Tariff (OATT) Attachment AA, Sections 2.0 and 10.0.
Bids must be submitted by April 15, 2026, at 11:59 PM. A Notice of Intent (NOI) submission by the NOI due date is a mandatory requirement for participation. The RFP document includes an attached Non-Disclosure Agreement (NDA) that must be accessed through a desktop application rather than a web browser. There is no bid fee associated with this solicitation.
Eligible resources include aggregated distribution-connected storage resources, provided they meet the specified requirements and deliver SPP Deliverable Capacity. Demand Response resources classified as Demand Response Programs are not eligible for this RFP as they cannot be used as Deliverable Capacity under current SPP tariff policy (SPP OATT Attachment AA, Section 10.6). The contract start date is June 1, 2027.
All submitted bids will be opened and reviewed by the bid due date and evaluated according to the criteria outlined in Section 3 of the RFP document. The minimum capacity requirement is 50 MW, and non-conforming bids below this threshold will not be considered.
